The Virginia Network of Consultants (VNOC)
Professionals Working with Children Who are Deaf and Hard of Hearing
VNOC was created in 2004 by the Virginia Department of Education, in collaboration with the Virginia Department of Health, and the Partnership for People with Disabilities at Virginia Commonwealth University.
Purpose: To provide consultancy services directly to Virginia school divisions and state-operated programs to promote and enhance educational services for children who are deaf and hard of hearing, including staff development training for school/program personnel as needed.
VNOC professionals have expertise in one or more of the following areas as they relate to children who are deaf or hard of hearing.

Behavior interventions

Communication methodologies (American Sign Language, Cued Speech, Listening and Spoken Language, Other Sign Language Systems, etc.)

Instructional strategies, including evidence-based practices

Meeting the needs of students with Hearing Assistive Technology, including cochlear implants

Sign language proficiency and educational interpreting
Funds are available to reimburse school divisions and state-operated programs for VNOC services.

- 206 out of 208 evaluations of services were favorable/very favorable
- 80 supports for students with multiple disabilities
- 79 out of 132 school districts utilized VNOC Services
- 355 total VNOC services completed to date

- 90 VNOC services were completed over multiple days
